To provide a capacitor element and a battery cell which suppress the occurrence of drying-up phenomena and have small internal resistances.
A capacitor element 1 is composed of a porous separator 2 having an ion-permeable property and an insulating property, a pair of carbon paste electrode layers 3 which are separated from each other by the separator 2 and have many communicative holes, nonconductive gaskets 4 which respectively holds the peripheral edges of the electrode layers 3, and a pair of conductive separators 5 which hold the electrode layers 3 and gaskets 4 between them. The communicative holes of the electrode layers 3 contain an electrolyte and fine particles mixed in the electrolyte at a rate of 1-5 wt. %. A battery cell has positive and negative poles composed of active material layers containing the electrolyte and fine particles mixed in the electrolyte at a rate of 0.1-5 wt.% in their communicative holes.
