PURPOSE: To fix an anchor rapidly and to improve the strength of the anchor fixing by forming a capsule to fill and seal an adhesive not hardened yet and its hardener with a tempered glass, and making the breaking when the anchor is inserted easier.

CONSTITUTION: To a basic material 6 such as a concrete or a base rock, a capsule 2 in which an adhesive 3 not hardened yet and a hardener 5 such as benzol peroxide solution are filled and sealed is inserted to an insertion hole 7 to fix the anchor 8. And the capsule 2 and a hardener capsule 4 are formed of a tempered glass. And the anchor 8 is driven in, the capsules 2 and 4 are crushed so as to increase the mixing efficiency of the adhesive and the hardener, and at the same time, the crushed pieces are used as an aggrigate. As a result, the pulling-out strength of the anchor can be improved.
