PURPOSE: To remove a small scratch on the car body surface by covering the front surface and the peripheral surface of a sponge body rotated by a motor, with a cloth cover made by hitting a cotton form substance consisting of a specific fiber with a high-pressure water to make into a nonwoven fabric form.

CONSTITUTION: A substrate 8 is superposed on a rotary plate 6, it is screwed to the screw shaft 7 of the main shaft 5 of a motor 9, and a sponge body 1 is fixed to the substrate 8 in a circular form. On the other hand, a cotton-form substance which consists of a polyester superfine fiber, a polypropylene superfine fiber, and a sandarac fiber is hit by a high-pressure water so as to form a cloth cover 3 in a nonwoven fabric form, which is covered to the sponge body 1 in a brimless hat form. Consequently, by a static eliminating function of the cloth cover 3, a small scratch on the surface of the car body is removed, and after that, a waxing work is applied to polish beautifully.
