To solve the problem that the wear of a mooring rope cannot be completely prevented though a car stop and a corner fitting are installed on a quay of a harbor.
An L-shaped cross-section bracket is fixed to both ends of a circular cross-section metal steel pipe by welding etc.; an anchor bolt, which is implanted in the installation surface of the quay etc., is inserted and screwed through a hole drilled in the bottom of the bracket; this is continuously installed; a discontinuous portion of the circular cross-section metal steel pipe, which is formed in a joint, is covered with a metal cover; and continuous installation is applied with no space between in a length direction. Thus, the formation of a gap is prevented, and the mooring rope and the like are prevented from being caught or worn out. Additionally, the circular cross-section steel pipe overhangs to the sea-side lateral surface of the quay by the bracket while the anchor bolt is arranged sufficiently on the land-side inside with respect to the sea-side lateral surface of the quay. Consequently, the car stop also serving as the corner fitting prevents the mooring rope etc. from abutting on the corner of the quay, while maintaining the shape and strength of the car stop, prevents friction etc. conjointly with a circular cross section, and dispenses with the corner fitting.
