A dispenser 20 carries a card C to the top dead center position of the reader/writer unit 10. A stocker 40 collects the card C from the bottom dead center position of the reader/writer unit 10. The reader/writer unit 10 uses a non-contact antenna 12 for reading/writing the card C. Rollers 13A, 13B are journaled to a holder 11. The roller 13A is also journaled to a frame body 2.
