A card holder 13 includes an intermediate sheet portion and external sheet portions located on each of surface and back surface of the intermediate sheet portion, and a plurality of upper and lower pockets 38 formed between the intermediate sheet portion and the external sheet portions. The card holder 13 is formed by using one sheet base material having slits 36, and overlapping the external sheet portions on the intermediate sheet portion and bonding the sheet portions in the sheet base material. Binding holes which enable binding of the card holder 13 with binding tools 12 are formed in the end portion of the card holder 13.
