To provide a card issuing machine provided with a shutter structure capable of being opened and closed by following mounting and dismounting of a card stacker and being not opened easily when conveying.

In this card issuing machine 11 provided with a shutter 61 blocking a delivery port 41 when mounting and dismounting the card stacker 11 on/from a hopper 21, the hopper 21 has a horizontally moving member 63 provided with a substantially triangular engaging member 65 and sliding on a slope 66 of the engaging member 65 sandwiched between the card stacker 11 and the shutter 61 due to relative moving of the engaging member 65 in the vertical direction to move horizontally. The shutter 61 has a slit 79 to allow the shutter 61 to move in the upward direction when the engaging member 65 moves relatively in the upward direction and the horizontally moving member 63 moves horizontally by predetermined dimension and to prevent the shutter 61 from moving in the upward direction when the engaging member 65 after moving relatively in the upward direction moves relatively in the downward direction and the horizontally moving member 63 returns to an original position.
