To solve a problem, wherein it is inconvenient for an attendant to supply cards to a hopper because the work must be performed after pulling out the whole device since the hopper is located in a reverse directional position to a read/write part from a card outlet side.

The card issuing machine comprises: the read/write part for reading data from a card or writing data to the card; a combining part for placing a card taken from the outside and a card delivery from the hopper in the same carrying passage; a printing part performing rewrite printing on the card surface; a first retention part retaining one card delivered from the hopper; and a second retention part retaining one card taken from the outside. The hopper is provided between the card outlet and the read/write part, the first retention part is provided in a reverse directional position to the read/write part from the card outlet side, and the combining part is provided between the hopper and the read/write part.
