A controller 30 is configured to set authentication information for performing encryption authentication with an individual information write-in device 70 in a connection state as encryption IP and is provided with a function, when a positive authentication result is obtained by authentication processing with the individual information write-in device, for encrypting and writing individual information to be applied from the individual information write-in device, in a nonvolatile memory for individual information. The individual information write-in device 70 is provided with a function for performing authentication processing, with the controller 30 of the card device in the connection state, and is configured, when the positive authentication result is obtained by the authentication processing, to transfer the individual information of the card device to the controller, and to write the transferred individual information in a nonvolatile memory for individual information.
