To provide an off-line summation management type card payment charging device for automatic vending machine which is provided with an IC card prepaid charging function and a managing function for the attendance/ leaving/location of employees.

This charging device is provided with a means for buying an article, a service, etc., with a dedicated prepaid IC card 1, an IC card 2 with prepaid for an employee and an IC card 3 without prepaid for an employee, an operating means which has a frequency displaying part for displaying a frequency when an IC card is inserted, a mode changeover switching part for selecting an attendance mode/leaving mode/location mode and an IC card insertion slot, a means for managing attendance management data when the attendance mode is selected with a changeover switch and an IC card for an employee is inserted, a means for managing leaving management data when the leaving mode is selected with the changeover switch and the IC card for employee is inserted, a means for managing location management data when the location mode is selected and the IC card for employee us inserted and a means for summation management data on-line.
