To provide a card processor capable of settlement processing in accordance with the kind of a card medium inserted in one insertion port, a toll collection machine, a card processing method, and a program.SOLUTION: A card processor 1A includes: one insertion port 10 in which a card medium is inserted; a magnetic reading part 13 which is arranged on a downstream side of the insertion port and reads information stored to magnetic stripes; a distribution mechanism 14 which is arranged on a downstream side of the magnetic reading part and distributes the card medium to a first conveying path 15a or a second conveying path 15b in accordance with the information read from the magnetic stripes; a first card reader unit 16 which is arranged in the first conveying path and can read an IC chip on the basis of a first settlement application; and a second card reader unit 17 which is arranged in the second conveying path and can read the IC chip on the basis of a second settlement application.SELECTED DRAWING: Figure 2
