A non-contact type card reader 12 is introduced to an entrance/ exit managing device using a contact type card reader 1 and provided with a recording format conversion function for converting the ID information of a non-contact type card 13 into a recording format for the ID information of a contact type card 2. Thereby, both the contact type card 2 and non-contact type card 3 can be used in spite of mutually different formats.
