The system is provided with a registering part in which card identification information for identifying a card applied to a card and user identification information for identifying a user being the user of the card are registered so as to be made to correspond to each other, an authenticating part for authenticating whether or not the combination of user identification information inputted from the user and the card identification information of the card to be used is made to correspond to each other by referring to the information registered by the registering part at the time of using the card, and a service provision permitting part for permitting the provision of the service corresponding to the use of the card when the authentication is established by the authenticating part.
