This cargo handling device of the forklift has a potentiometer 2 outputting an operation quantity by detecting the operation quantity of an operation lever 1, a controller 4 outputting a calculated control quantity to a solenoid proportional valve 3 by calculating the control quantity to the solenoid proportional valve 3 on the basis of the operation quantity of the operation lever 1, and the solenoid proportional valve 3 controlling a flow rate flowing to an actuator 7 of a cargo handling device on the basis of the inputted control quantity, and changes and outputs the control quantity outputted from the controller 4 on the basis of a rate of change set smaller than a rate of a change in the calculated control quantity in an operation starting area of the starting operation of the cargo handling device from a stopping state and an operation stopping area of stopping the operation from an operation state.
