PURPOSE: To provide optimization throughout the whole cargo handling plan by using a temporary allocation as a departure point, and improving a solution in sequence.
CONSTITUTION: The basic information including the time of arrival, usable berth, and cargo handling work time for each ship is stored in a basic information storage section 1 in advance. An allocation state memory section 4 stores the allocation state constituted of the berth and work sequence for each ship temporarily determined based on the basic information. A cargo handling start/ end time calculation section 5 calculates the cargo handling start time and end time for each ship in the allocation state. A performance function calculation section 6 evaluates the allocation state based on at least the cargo handling start time and end time of the ship. An allocation state update section 10 updates the allocation state stored in the allocation state memory section 4 based on the evaluated result of the allocation state. The optimization throughout the whole cargo handling plan can be obtained.
