The cargo loading and unloading recording device is characterized in that it includes a cargo detection means detecting identification information of a cargo with the identification information loaded in and unloaded from a cargo room of the vehicle, a storage means storing the identification information of the cargo loaded in the cargo room, a determination means which, when the identification information detected by the cargo detection means is stored in the storage means, determines cargo unloading and erasing the identification information from the storage means and when the identification information is not stored, determines cargo loading and store the identification information in the storage means, and a record means recording the cargo loading and cargo unloading determined by the determinatin means.
