The carrying vehicle monitoring/controlling device monitors/controls traveling of the carrying vehicle by communicating between a plurality of the carrying vehicles traveling along a traveling path A laid in the container yard. In a free area except for a crossing area where two or more traveling paths A intersects, an entrance zone E is provided in an entrance portion of the free area wherein the traveling path A enabling the carrying vehicle to enter from the crossing area J exists. When an enter permission request to the crossing area J is received from the carrying vehicle, the pros and cons of enter permission to the crossing area J is determined, on the basis of a traffic state in the traveling path after going out from the crossing area J or the entrance zone adjacent to the crossing area J.
