A bucket 16 has an upper stage sub-bucket 20 and a lower stage sub-bucket 18. The upper stage sub-bucket 20 is rotated and retreated from an upper part of the lower stage sub-bucket 18 so as be erected upright. Both sub-buckets 18 and 20 have open upper faces. First, aligned pouches 2 are inserted to the lower stage sub-bucket 18. A partition 14 is held in a partition holding part 110 formed in a lower face of the upper stage sub-bucket 20 by a partition transfer head 4. Next, the upper stage sub-bucket 20 is rotated above the lower stage sub-bucket 18 and the pouches 2 are inserted. An empty case 22 is placed over the bucket 16 and both are erected upright so as to insert a plurality of pouches 2 into the case 22.
