In the catalyst material, a polymerizable ligand having a polymerizable ligand having an electrochemically polymerizable heterocycle and an electron attractive group is physically attached to the surface of a conductive material, or the surface of the conductive material is coated with polynuclear complex molecules in which the polymerizable ligand having the electrochemically polymerizable heterocycle and the electron attractive group is electrochemically polymerized, and further, a catalyst metal is coordinated to the attaching layer including the polymerizable ligand or the coating layer including the polynuclear complex molecules, having the electrochemically polymerizable heterocycle and the electron attractive group attached to the heterocycle.
