PURPOSE: To obtain the subject fine particles having excellent smoothness by dispersing a mixture of a specific adduct of an epoxy resin with an amine, an oxime block polyisocyanate compound, etc., into water, subjecting the water dispersion to crosslinking in particles.

CONSTITUTION: (A) An adduct of an epoxy resin with an amine, containing 2,000-20,000 hydrolyzable alkoxysilane is mixed with (B) (i) an adduct of a polyisocyanate containing at least two isocyanate groups in one molecule (preferably diphenylmethane-4, etc.) with an oxime compound (e.g. methyl ethyl ketoxime) and (B) (ii) an epoxy group-containing compound in a ratio of 1-4mol, dispersed into water and optionally subjected to crosslinking in particles to give the objective fine particles.
