To provide a CCM base plate having a color filter layer and a color conversion layer, where the level difference of a lower layer is eliminated without causing the alteration of a stage to form the respective layers of the lower layer before forming an electrode layer on the CCM base plate, and an EL display device using the CCM base plate where the level difference is eliminated.

A BM (black matrix) 3, the color filter layer 4, the color conversion layer 5, and further an overcoat layer 6, desirably, are laminated sequentially on a base plate 2. They are laminated so that the end of either the color filter layer 4 or the color conversion layer 5 may have an extension part 8A extended to the end side of the base plate 2 beyond the end of other layers.
