In a CDMA(code division multiple access) mobile communication system 30, base stations 12 report the reception quality information in a certain time range of the transmission data of each connected mobile terminal 14 as one data to a base station controller 18 at the time of reporting data to the base station controller 18, and the base station controller 18 receives the plural reception quality information from the base stations 12 according to this, and extracts the reception quality information related with a certain mobile terminal 14, and collects the plural reception quality information related with the mobile terminals 14, and selects the base station 12 which reports the most satisfactory reception quality from among the plural reception quality information according to this, and permits the base station 12 which reports the most satisfactory reception quality to transmit data received from the mobile terminal 14 to the base station controller 18.
