To dealt with deterioration of system efficiency incident to traffic bias or high rate transmission in a CDMA mobile communication system.
A cell is divided into subareas each of which is allocated with a time slot. A mobile station belonging to subarea 1 closest to a base station communicates with the base station during time slot 1, a mobile station belonging to subarea 2 on the outside thereof communicates with the base station during time slot 2, and a mobile station belonging to outermost subarea 3 communicates with the base station during time slot 3. Arrangement of subareas is altered such that the number of mobile stations in each subareas become uniform. Time slot allocation is also altered thus dealing with traffic variation adaptively.
