To realize a cell changeover system by which deterioration in speech quality and interruption of a speech can be avoided without deteriorating a frequency utilizing efficiency and hand-over can be executed without increasing a processing load onto base stations and a mobile station.
A position of the mobile station is calculated on the basis of an arrival direction and a delay time of a radio wave and referencing a map cross-referencing a position of the mobile station and a cell arrangement decides a cell to which the mobile station belongs. In the case that an in-zone cell of the mobile station that is decided differs from a cell of a base station with which the mobile station makes communication at present point of time, since the communication between the mobile station and the base station is switched into communication between the mobile station and a base station of a cell to which the mobile station is moved, deterioration in speech quality and interruption of a speech can be avoided without deteriorating a frequency utilizing efficiency and hand-over can be executed without increasing a processing load imposed onto the base station and the mobile station.
