The cell output device 100 uses a shaping section 112 to apply shaping to received cells consisting of divisions of CPCS-PDU data and outputs the resulting cells to a communication network at a prescribed rate sequentially, and is provided with a header identification section 111 that monitors each header of the received cells to identify a VPI, a VCI, and indication between ATM layer/users, and with an output monitor section 120 and an output selector section 130 that abort cells consisting of other division CPCS-PDU data on the basis of the VPI, the VCI, and indication between ATM layer/users identified by the header identification section 111 when any of the received cells is aborted in the case of shaping by the shaping processing section 112.
