The cell setting information optimizing system 100 is used to optimize each peripheral cell being the candidate of a handover destination and the priority of each peripheral cell by each cell. The system 100 includes an information collection means 123 for collecting information for particularizing handover source and handover destination cells notified from a mobile communication terminal 70 every time the terminal 70 executes handover. The system 100 is also provided with a frequency of use information generating means 231 for generating information denoting frequency of use utilized as handover destination cells in each of a plurality of peripheral cells set to each cell by collecting the information items collected by the information collection means 123.
