The cement-based heat insulating panel 1 has a structural part formed by laminating a cement-based outside layer 2, a heat insulating layer 4 and a cement-based inside layer 3 and has one or more connecting parts 5 for connecting the cement-based outside layer 2 to the cement-based inside layer 3. The cement-based outside layer 2 is integrally formed with the connecting parts 5 and is composed of a hardened body of a composition containing (A) 100 pts.mass cement having 2,500-5,000 cm2/g Blaine specific surface area, (B) 10-40 pts.mass fine particle having 5-25 m2/g BET specific surface area, (C) 15-55 pts.mass an inorganic particle having 2,500-30,000 cm2/g Blaine specific surface area, which is larger than that of the cement, (D) a water reducing agent and (E) water.
