PURPOSE: To obtain a good-quality product with the inexpensive device and low fuel consumption by using a granulated cement raw material and combining a suspension heater, a fluidized bed calcination furnace and clinker so that specified action is performed.

CONSTITUTION: A cement raw material preheated in a suspension preheater part 2 is introduced into a calcination furnace 3 maintained at 900W1100°C with a burner 10a. The injection layer of the cement raw material is formed in the lower part 3a of the calcination furnace 3 and the cement raw material is calcined by the heat of combustion due to the burner 10a. The calcined cement raw material is introduced into the lowermost-step separator 6d of the suspension preheater part 2 together with exhaust gas and then separated from exhaust gas and thereafter fed into the fluidized bed calcination furnace 4 via a conduit 13. Then this cement raw material is calcined by hot air produced with burners 10b, 10c for generating hot air, the air for combustion and classification which is introduced through an introduction port 12a and furthermore secondary air for combustion introduced from clinker 5 while it is fluidized and made to cement clinker.
