To provide a production system of a cement composition capable of easily producing the cement composition effective for reducing elution of hexavalent chromium.SOLUTION: A cement composition production system 100 includes a mixing part 50 for producing a cement composition by blending and pulverizing a cement clinker and a solid content containing a sulfite composition. In the mixing part 50, the solid content containing the sulfite composition is blended as a sulfite slurry dispersed in a solvent containing water. The concentration of the solid component in the sulfite slurry is 0.1 to 90 mass%, and the content of the sulfite composition in the solid component is 1 mass% or more.SELECTED DRAWING: Figure 2
