An interlocking block 1 being a cementitious block used in a pavement or the like is constituted by providing a polysulfide modified polyurethane resin layer 3 to the upper surface of a concrete layer 2. The lower concrete layer 2 contains a larger quantity of aggregate as compared with a usual concrete layer so as to have water permeability and water passing gaps are present between aggregates. Aggregate, for example, rubber chips obtained by crushing a tire is also mixed with the polysulfide modified polyurethane resin layer 3. The polysulfide modified polyurethane resin pref. contains 90 wt.% or more of aggregate with a particle size of about 1-10 mm in the case of rubber having flexibility and elasticity, for example, polyurethane rubber or natural or synthetic rubber having elasticity.
