PURPOSE: To improve controllability by a method wherein a card is inserted in the card reader of a key-containing panel and read by a centralized control part, and the cover of a containing hole part can be opened and closed to place in and out of a case part.

CONSTITUTION: When a first person enters a building, a card is inserted in a first card reader 4, and an electric lock 16 at an entrance and exit portion is unlocked through a control part 14 to stop the operation of alarm equipment. A card is then inserted in a second reader 22 of a key containing panel 6, attendant devices 58, e. g. illumination and air conditioning for a common use portion, is controlled through the control part 14, and simultaneously a case part locked in a containing hole part 24 is protruded by a specified distance.
