A plurality of transformed rotating plates 9, 10, 11, 12 are made a first mechanism 9, 10 and a second mechanism 11, 12 by combining two plates as a set. Thus, a laminated rotating member is formed. The rotating plates of each mechanism are arranged on both ends of a main shaft constituted of a cam shaft. Rotation of the main shaft is transmitted to the rotating plates via a timing pulley and a timing belt, and the plates are rotated. Swing of the main cam shaft is made synchronous with the centrifugal force of the rotating plates, thereby increasing the torque power.
