A rod controlling member 16 is disposed opposite to the connecting rod 14 such that it can be moved forward and backward to control with the connecting rod 14 the oscillation toward a fuel increasing side R, whereby the amount of projection of the torque pin 3a of a torque- up device 3 in the overload state of an engine can be controlled.
