To eliminate dispersion of engine speed caused by contact of the hooks of two coil springs and easily assemble both of the coil springs even if an assembling procedure is reversed.
A governor lever 3 and a speed control lever 5 are connected by a governor spring 6. In the governor spring 6, a coil spring 8 for high speed is externally fitted into a coil spring 7 in common use. One hook engagement hole 18a of hook engagement holes 18a/18b of the coil springs 8 for high speed which are opened in the governor lever 3 and the speed control level 5 is formed into an oblong hole and the coil spring 8 for high speed is engaged to the hole 18a so that the spring 8 may be idled and tension of the governor spring 6 is constituted to be adjusted and operated by the speed control lever 5. In the governor lever 3 and the speed control lever 5, the hook engagement holes 17a/17b of the coil spring 7 in common use and the hook engagement holes 18a/18b of the coil springs 8 for high speed are substantially aligned in the axial direction (x) of the governor spring 6 and individually formed.
