To prevent hunting of a governor lever to reduce the governing difference (coefficient of speed fluctuation) in a no-load running condition of an engine.

A governor weight 11 is linkage-connected with a rack pin 5 of a fuel injection pump 6 through a governor lever 1, and a speed governing lever 7 is connected to the governor lever 1 through a governor spring 8. The rack pin 5 is elastically pressed to the fuel quantity increasing side R by the governor spring 8, while the rack pin 5 is pressed to the fuel quantity decreasing side L by governor force G of a governor weight 11. A damper 12 is provided in parallel with the governor spring 8 between the governor lever 1 and the governing lever 7.
