A hook engaging long hole 17 is made in a governor lever 3, and a hook engaging hole 18 is made in a speed governing lever 5. The upper end hooks 7a and 8a of a service coil spring 7 and a high speed coil spring 8 are engaged in the hook engaging hole 17, and the lower end hooks 7b and 8b of both springs are engaged in the hook engaging hole 18 of the speed governing lever 5. The hook engaging hole 18 of the speed governing lever 5 is formed into a rectangular-like shape, and the lower end hook 7b of the service coil spring 7 is made to abut on and interlock with a corner section of the rectangular hook engaging hole 18, and the lower end hook 8b of the high speed coil spring 8 is made to abut on and interlock with one side of the hook engaging hole 18 and the lower end hook 7b of the service coil spring 7.
