PROBLEM TO BE SOLVED: To allocate a radio channel in a distributed manner.SOLUTION: A channel allocation device 101 identifies a first participant group, to which a distribution allocation algorithm for a radio channel is applied, on the basis of organization data of each participant participating in training. The channel allocation device 101 allocates a radio channel to each participant included in the first participant group in a distributed manner. The channel allocation device 101 identifies a representative participant which is included in the first participant group and has a subordinate participant group. The channel allocation device 101 allocates a radio channel, which is different from a channel for the representative participant, to each participant included in the participant group subordinate to the representative participant, in a distributed manner.
