To enable additional charge according to the degree of shortage by measuring the voltage of a storage battery block separately for each storage battery block by comparison means, and setting the quantity of additional charge or the time of additional charge by a timer means, based on the comparison result between this and the charge reference value.
A charge controller 2 is composed of a comparison means, which compares the voltages 11a-15a measured by a block voltage measuring means and the charge reference values corresponding to the number of pieces of the storage batteries 11-15 of each storage battery block, and a timer means which sets the quantity of additional charge or the time of additional charge of the storage device, based on the comparison result. Then, the charge reference value is corrected concerning the temperature with respect to the temperature detected by temperature detection means 11b-15b, and the voltage measured by the block voltage measuring means is controlled by charging with the charge reference value corresponding to the temperature. This can prevent it from going into overcharge condition or short charge condition continuously between individual storage batteries, and appropriate charging becomes possible.
