A step-up/down converter 24 charges a secondary battery 1 in the state of charge, discharges the secondary battery 1 in the state of discharge, and recovers the power to the primary. A sensor 28 is provided for each secondary battery 1, and generates a detection signal indicating at least one of the voltage of a corresponding secondary battery 1, and the charge/discharge current for a corresponding secondary battery 1. A relay 26 is provided for each secondary battery 1, between the outputs of a corresponding secondary battery 1 and a corresponding step-up/down converter 24. When a detection signal from each sensor 28 satisfies a criterion, a controller 22 interrupts a corresponding relay. An administrative server 30 is connected with the controller 22 via a network 32, and stores data specifying the criterion of each relay 26.
