A switching valve V is mounted on an oil feed path 10a to an oil chamber 6a of a low pressure pump, and the oil feeding to the path 10a is released by switching the switching valve by high pressure of a communication path 14 communicated with the oil chamber when high pressure is applied to a back oil chamber of a pressure ram. That is, the low-pressure pump is paused, and only a high-pressure pump is operated, which reduces the power consumption.
