Abstract:

To detect state change from a non-connection state where a charge target is not connected to a connection state where the charge target is connected, with low standby power.

A charger comprises: a series circuit 7 composed of a capacitive element C1 and a diode D3; and a series circuit power supply 8 for supplying power to the series circuit 7. A charge route for charging the capacitive element C1 from the series circuit power supply 8 through the diode D3 is formed in a non-connection state, where the diode D3 is connected in inverse polarity to a direction of charge current in the charge route. When state change from the non-connection state to a connection state occurs; a discharge route for discharging electric charge stored in the capacitive element C1 through an inner circuit of a mobile electronic apparatus 100 is formed, and the state change from the non-connection state to the connection state is detected on the basis of reduction in terminal voltage of the capacitive element C1 caused by discharging the electric charge stored in the capacitive element C1.
