PROBLEM TO BE SOLVED: To discriminate a secondary battery from a dry battery with a simple structure on the charging device side, even if they are of the same shape. SOLUTION: This device is provided with a means which conducts charging by the prescribed time at the first current value corresponding to initial charging, discriminates that it is in an abnormal condition if the voltage across the battery of larger than the first voltage is detected (step 109) to have a charging current supply stopped (step 121) and controls charging current, so as to be set to the second current value for quick charging or the like, assuming that a normal secondary battery has been fitted if the voltage across the battery smaller than the first voltage is detected.
