PURPOSE: To change over the caller charging into the called party charging or vice versa on the way of communication by selecting a counter for counting depending on a bit value of a charging field in a cell.
CONSTITUTION: A charging passing cell counter 20 or 30 counted according to information of a charging direction field 12-i as to a direction in which a charging direction verification device 40 is provided. As to a direction where no charging direction verification device 40 is provided, the caller charging passing cell counter 20 counts all cells. Then the charge corresponding to the count counted by the caller charging passing cell counter 20 is charged to the caller and the charge corresponding to the count counted by a called party charging passing cell counter 30 is charged to the called party respectively.
