To provide a charging system and method for a parking lot conferring a benefit of energy saving on a service provider and facilitating the authentication and safely paying of the fee for the user.
This charging system for the parking lot records the telephone number of a user or an identification number of the telephone in a storage device; (1) when receiving the communication from the user, collates whether or not it is the telephone number or the identification number of the telephone recorded in the storage device; or (2) when receiving the communication from the user via a carrier which the user uses for the communication, collates whether or not it is the telephone number or the identification number of the telephone recorded in the storage device; when the collation result shows it the recorded user, instructs a lock device to lock or unlock a part desired by the user; determines an object person to charge the telephone fee used by the user, instructs to charge the person and receives settlement information from the charging object person.
