To provide a charging system or the like wherein a third party pays part of a communication charge or the full amount depending on a location at which a terminal makes communication on behalf of a subscriber in a mobile communication system.
A target area base station discrimination section 11 provided to an area dependent charging system 1 acquires communication information including communication position particularizing information and subscriber particularizing information and discriminates whether or not a communication location of communication made by a mobile terminal 6 is included in a target area on the basis of the communication position particularizing information. A grant advances target determining processing section 21 determines a person for paying for the subscriber when the area discrimination section discriminates that the communication location is included in the target area. A grant advances ratio determining processing section 23 determines a grant advances ratio and a charging section imposes the communication charge onto the subscriber particularized by the subscriber particularizing information and the person for paying for the subscriber on the basis of the grant advances ratio.
