This device is provided with a discharging implement, water feeding path connected to this charging implement, a first opening/closing valve part for opening/closing water to flow in this water feeding path, the chemical container, in which a water-soluble chemical is stored, a discharging path for connecting the water feeding path to the chemical container, a discharging means for discharging the aqueous chemical solution in the chemical container through the discharging path into the water feeding path, a water level detecting means provided in the chemical container, an inflow path for connecting the water feeding path to the chemical container, and a second opening/closing valve part provided in this inflow path to be opened on the basis of the water level detecting means when a water level is within a prescribed water level range, and a take-out port part of the discharging path from the chemical container is positioned a little lower than the lower limit position of the prescribed water level range.
