This chip recovery device in the non-shut off water cutting device is constituted in such a way that a rotary sleeve 3 is externally mounted on an outer peripheral face of a water pipe 1 in a sealing condition, an end mill 2 forming a hole saw 8 at a tip rotating with the rotary sleeve 3 integrally is fed in toward the center of the water pipe 1 to drill a hole in the water pipe, and then the rotary sleeve 3 is rotated to cut the water pipe 1. A magnet 62 which is pressed against and abutted on an outer surface of a drilled hole in the water pipe 1 by spring while the hole saw 8 drills a hole in the water pipe 1 and holds the cut piece by magnetic force after drilling the hole is provided in the end mill 2.
