PURPOSE: To provide a picture input device with a high picture compression effect recognizing a circular graph as data reproducing and treating easily.

CONSTITUTION: In a circular graph recognition device, the external dimension part of a graph circle, a partition line patitioning each item, the name of each item and a leader line from a graphic are recognized by a character recognition part 4 and a graphic recognition part 5, the rate occupied by each item in the whole graph circle from the opening angle of the partition line is calculated in a graph recognition part 6, and the information in the circular graph is converted into characters or numerical data and is preserved in a graph form storage part 7.
