A class determination part 20 executes: an observation data acquisition step of acquiring observation data for each position in a space; a similarity degree calculation step of calculating each similarity degree of the observation data at the position and the set of class data prepared for each of the plurality of classes for each position in the space; a correlation value calculation step of calculating the correlation value of the observation data at the position and each class on the basis of the similarity degree of the observation data at the position and the class data of each class and the similarity degree of the observation data at a position adjacent to the position and the set of the class data of each class for each position in the space; and a class selection step of selecting one of the plurality of classes on the basis of the calculated correlation value.
