PURPOSE: To clean and dry dust adhered to a filter element quickly by providing a plurality of jets which jet water and are energized to be rotated to a filter element placed on the rotating carriage and also providing air pipes to jet dry air.

CONSTITUTION: A clogging filter element 7 is placed on a rotating carriage 6 along a guide 11 in a cleaning container 1. A press plate 8 is placed on the upper section of an opening of the filter element 7 and fixed with a wing screw 10. Next, by opening a cock 16, water is fed to a water pipe 12 through a feed pipe 14, and water is jetted out of a jet provided on the vertical section. Jet water hits the outer circumferential face of the filter element 7 in the oblique direction, cleans and speeds up the rotation. Accordingly, dust is cleaned up by centrifugal force. After cleaning is finished, dry air is fed to an air pipe 20 passing through a vertical shaft 5 and the filter element 7 is dried up.
